Boating Act
…The Recreational
Boating Act of 2007 (H.R. 2550), introduced by representatives Gene
Taylor of Mississippi and Candice Miller of Michigan, is a response to
that action. "If left unfixed, boaters will face onerous permitting
regulations that increase the cost and lessen the enjoyment of boating
for a regulation really intended to regulate and control a ballast water
tank that their boats don't even have," said Thom Dammrich, president of
the National Marine Manufacturers Association. "Moreover, vessels
are already well-regulated under the Clean Vessel Act, the Oil Pollution
Act, and the Clean Water Act. There isn't a need for an additional layer
of permitting and regulation for recreational boats & "Now it's time for
Congress to act before the September 2008 deadline and pass this bill."… On Aug 3, NMMA and more than
50 boat- and engine-manufacturer members submitted comments to EPA
regarding proposed rule that will likely result in recreation marine
industry's largest regulatory action. Once finalized, rule will require
exhaust emission standards for all classes of gasoline-powered marine
engines, and impose evaporative emission standards on recreational
boats. …According to the
Chicago-based National Marine Manufacturers Association, there
are more than 1,400 boat builders in the U.S., but only from 20 to 30
account for the bulk of production, said spokeswoman Ellen Hopkins. She
said the remainder are typically smaller firms that serve specific
markets... Beginning next year, Marine Industry Certified Dealerships are entitled to reap a number of added benefits through participation in the 23 consumer boat shows owned and produced by the National Marine Manufacturers Association (NMMA)-including special show signage, "Certified" designation on boat show websites and in event directories, and free tickets to give their current and potential customers. Certified Dealerships exhibiting at NMMA-owned and produced shows will have special signage posted outside their respective booths identifying them as such and briefly explaining what the Certified designation means…"Marine Industry Certified Dealerships have met a rigorous set of criteria demonstrating their commitment to customer satisfaction and service, and as such they are considered among our industry's elite," says Thom Dammrich, president of Grow Boating Inc. and NMMA. …Marine stores are prospering because higher gasoline prices have not hindered the recreational boating industry, said Thom Dammrich president of the Chicago-based National Marine Manufacturers Association. Dammrich said Americans spent $39.5 billion last year on boats, engines, trailers, accessories, marina fees, insurance and fuel last year, which was an all-time high. "In many parts of the country, the boating season is so short, people tell me, 'Nothing is going to keep us off the water. We wait all winter for it,'” Dammrich said… This story was also published in

high-end custom boats than any other, and it's benefiting from a huge
increase in the number of wealthy people globally and nationally, said
Thom Dammrich, president of the National Marine Manufacturers
Association. "For people who can afford a boat that costs $1
million, there are no cycles or slumps," he said… …The National Marine
Manufacturers Association's 2006 Recreational Boating Statistical
Abstract reported that 73 million U.S. adults went boating in 2006 - a
participation increase of about 1.3 million Americans from the 2005
total. The industry, according to NMMA, grew to an all-time high
of $39.5 billion in U.S. sales and services in 2006, a 6 percent
increase from the previous year…Total new boat dollar sales went up 2
percent to $11.5 billion, reflective of an overall increase in the price
of traditional powerboats, which also increased 2 percent to $9.6
billion. NMMA attributed the increases to a rise in production
costs for manufacturers, including the escalating price of
petroleum-based inputs and efforts to develop cleaner, more
fuel-efficient engine technology... …Cindy Squires, a lobbyist for the
National Marine Manufacturers Association, urged government rule-makers to find a fair balance that isn't weighted down with unnecessary
red tape, onerous restrictions or expensive equipment, and she reminded
them that pleasure boating has to remain "fun and easy" to still be
pleasure boating… …"It would cover canoes," said John
McKnight, who works on government issues for the National Marine
Manufacturers Association, and who owns a canoe among his four
boats. "And if I wanted to bail water out of it with a coffee cup, I’d
have to test the water in the canoe and in the coffee cup," McKnight
said…The boating industry, led by the
National Marine Manufacturers Association and Boat/US., fears
another economic blow. It fears its recreational constituents could be
faced with obtaining permits that may require an additional monetary
expense and eat into exactly the kind of quality time - free from
paperwork and red tape - that boaters cherish…According to Dylan Jones
of the National Marine Manufacturers [Association], the industry
already has bill in the U.S. House of Representatives (HR2550) with
